\u6709\u89c2\u70b9\u8ba4\u4e3a\uff0c\u5728\u5317\u4eac\u7684\u5f71\u54cd\u4e0b\uff0c\u67ec\u57d4\u5be8\u7684\u98ce\u9669\u5728\u4e8e\u53ef\u80fd\u6ca6\u4e3a\u4e00\u4e2a\u65e0\u6cd5\u81ea\u6211\u7ef4\u6301\u7684\u56fd\u5bb6\u3002\u7a46\u7d22\u67e5\uff0c\u4e00\u540d\u5728\u65e5\u5185\u74e6\u5de5\u4f5c\u7684\u53cd\u5bf9\u6d3e\u9886\u5bfc\u4eba\u3001\u66fe\u62c5\u4efb\u88ab\u89e3\u6563\u7684\u67ec\u6c11\u65cf\u6551\u63f4\u515a\u526f\u4e3b\u5e2d\uff0c\u5e76\u62c5\u5fc3\u7740\u4e2d\u56fd\u5bf9\u5a92\u4f53\u3001\u516c\u6c11\u793e\u4f1a\u7ec4\u7ec7\u4ee5\u53ca\u6c11\u4e3b\u673a\u6784\u7684\u5f71\u54cd\uff0c\u5bfc\u81f4\u653f\u6743\u5bf9\u5176\u5b9e\u65bd\u6253\u538b\u3002\u201c\u6211\u4eec\u867d\u7136\u5c0f\u56fd\u4e00\u5458\uff0c\u4f46\u5177\u6709\u5730\u7f18\u653f\u6cbb\u7684\u91cd\u8981\u4ef7\u503c\u3002\u201d\u5979\u8bf4\uff0c\u201c\u5317\u4eac\u8bd5\u56fe\u63a7\u5236\u8fd9\u4e00\u533a\u57df\u4ee5\u786e\u4fdd\u8d38\u6613\u901a\u9053\u7684\u7545\u901a\u65e0\u963b\uff0c\u8fd9\u662f\u5168\u7403\u5e0c\u671b\u770b\u5230\u7684\u5c40\u9762\u5417\uff1f\u201d<\/p>\n

\u5728\u4fc4\u4e4c\u6218\u4e89\u53ca\u4e2d\u4e1c\u5c40\u52bf\u52a8\u8361\u4e4b\u9645\uff0c\u7f8e\u56fd\u548c\u56fd\u9645\u793e\u4f1a\u5bf9\u4e8e\u67ec\u57d4\u5be8\u7684\u5173\u6ce8\u6709\u6240\u677e\u61c8\u3002\u7136\u800c\uff0c\u67ec\u57d4\u5be8\u53ca\u5176\u5728\u5357\u6d77\u4e89\u8bae\u5730\u533a\u7684\u653f\u7b56\u9009\u62e9\u4ecd\u7136\u503c\u5f97\u4ed6\u4eec\u7684\u5173\u6ce8\u4e0e\u8b66\u60d5\u3002<\/p>\n

\u7f8e\u56fd\u5bf9\u67ec\u5173\u7cfb\u7684\u5de9\u56fa\u63aa\u65bd\u662f\u5173\u952e\u4e4b\u4e00\uff0c\u8fd9\u5305\u62ec\u4eca\u5e746\u6708\u56fd\u9632\u90e8\u957f\u5965\u65af\u6c40\u8bbf\u95ee\u91d1\u8fb9\uff0c\u65e8\u5728\u589e\u5f3a\u4e0e\u65b0\u9886\u5bfc\u5c42\u7684\u5173\u7cfb\u3002\u8fd9\u4e9b\u4e92\u52a8\u5e94\u5f53\u7ee7\u7eed\uff0c\u5e76\u9700\u8981\u5728\u4e0b\u4e00\u5c4a\u653f\u5e9c\u4e2d\u5ef6\u7eed\uff0c\u4ee5\u63d0\u5347\u7f8e\u56fd\u5728\u8be5\u5730\u533a\u7684\u5f71\u54cd\u529b\u3002\u6b64\u5916\uff0c\u901a\u8fc7\u652f\u6301\u975e\u653f\u5e9c\u7ec4\u7ec7\u3001\u63a8\u52a8\u6cd5\u6cbb\u548c\u4eba\u6743\uff0c\u5e76\u6276\u6301\u6c11\u4e3b\u673a\u6784\u7684\u4e3e\u63aa\u4e5f\u80fd\u5e2e\u52a9\u7f13\u89e3\u5c40\u52bf\u3002<\/p>\n

Sitting on trade routes that link China, India and Southeast Asia, Cambodia\u2019s geopolitical importance far outweighs its land mass. Beijing has invested heavily in its neighbor, building key infrastructure projects like canals and ports. But with economic largesse has come increased political influence. Ignoring that would cede more power to the world\u2019s second-largest economy in a region that is at risk of drifting away from Washington. China continues to be the leading foreign  in the kingdom. Former strongman leader  has made no secret of his affection, famously : \u201cIf I don\u2019t rely on China, who will I rely on?\u201d In 2023, his son Hun Manet  over as prime minster, and appears to be working from the same playbook, leaning heavily on Beijing to prop up the economy.The  project is a $1.7 billion canal, that spans some 180 kilometers (111 miles) from Phnom Penh to the coastal province of  \u2014 the latest among a host of Chinese-funded developments. But these have come with expensive repercussions: Nearly  of Cambodia\u2019s over $11 billion in foreign debt is owed to China. The Ream Naval  is of particular concern.  on the coast of the Gulf of Thailand near the South China Sea, it offers Beijing access to crucial shipping lanes. News that China is  over two warships to Phnom Penh will further raise regional tensions. US military sources  the upgrades are a cover for Chinese naval expansion, a claim Hun Sen  denied earlier this year.Life in the Southeast Asian nation is becoming more oppressive. Cambodia comes in at 141 out of 142 in The World Justice Project's Rule of Law  for 2023. Last week\u2019s  of Mech Dara, an award-winning Cambodian journalist who reported on corruption and online scam centers, is just the latest example. He was  with inciting social unrest and faces up to two years in jail. Several governments,  the US, have expressed concern. The kingdom risks becoming a failed state under Chinese control, Mu Sochua, the  opposition leader who until recently was vice president of the banned Cambodian National Rescue Party, told me from Geneva. \u201cWe may be a small country, but we are very important geopolitically. Beijing wants to control this spot to secure the passage of trade, transport or military equipment. Is this what the world wants?\u201d She now leads the newly formed , an organization aimed at building unity within the diaspora to further political change at home. Among her biggest concerns is growing Chinese influence. \u201cOur media, our civil society, our institutions of democracy have all been trampled on, and China\u2019s influence on the political system is helping the regime to do that,\u201d Sochua told me. The Communist Party of China  the Cambodian regime as a like-minded partner. It has  almost $18 billion dollars worth of aid and loans into the kingdom,  turning it into a client state.Phnom Penh shows its loyalty through foreign policy. It actively  Beijing\u2019s unification with Taiwan, for instance, and consistently backs its position on the South China Sea in regional forums. China says it owns almost all of the lucrative waterway, despite a ruling from an international tribunal  the Philippines\u2019 claims. As part of the 10-member , Cambodia blocked statements on the issue in  and , and  joint-Asean naval drills in the contested waters. The topic will likely come up again at the Asean  in Laos this week, when the bloc is due to meet with China, along with Japan and South Korea, on the sidelines of the gathering. It\u2019s more than just a case of friends with benefits. Earlier this year, the two sides conducted joint , which included over 2,000 military personnel carrying out drills on land and at sea. There are concrete steps Washington could take to prevent any further drift to Beijing. In June, the US Secretary of Defense Lloyd Austin visited Cambodia to  ties with the new leadership. These visits should continue under the next administration, but more needs to be done to shore up America\u2019s credibility in the region.  civil society groups by promoting the rule of law and human rights, along with fostering democratic organizations, could also help. It is a tightly controlled nation no doubt, but engaging with groups that provide an alternative to the current Beijing-backed narrative is essential.With a war in Ukraine and growing chaos in the Middle East, Washington and the global community are understandably distracted.
