02\u4ed6\u544a\u8bc9\u56fd\u8425\u5e7f\u64ad\uff1a\u201c\u8fd9\u5bf9\u6b27\u6d32\u6765\u8bf4\u662f\u6700\u7cdf\u7cd5\u7684\u4e8b\u60c5\u2026\u2026\u5982\u679c\u7ee7\u7eed\u4e0b\u53bb\uff0c\u6b27\u6d32\u7684\u7ecf\u6d4e\u5c06\u4f1a\u6d88\u4ea1\u3002\u201d<\/p>\n<p>\u6839\u636e\u6b27\u76df\u59d4\u5458\u4f1a\u7684\u6570\u636e\uff0c\u5728\u5317\u4eac\u8865\u8d34\u653f\u7b56\u7684\u52a9\u529b\u4e0b\uff0c\u4e2d\u56fd\u5236\u9020\u7684\u7535\u52a8\u6c7d\u8f66\u4efd\u989d\u4ece2020\u5e74\u76843.9%\u98d9\u5347\u81f3\u4e862023\u5e74\u4e5d\u6708\u768425%\uff0c\u8fd9\u4e3b\u8981\u662f\u4ee5\u4e0d\u5408\u7406\u5730\u538b\u4f4e\u6b27\u76df\u5e02\u573a\u552e\u4ef7\u7684\u65b9\u5f0f\u5b9e\u73b0\u3002<\/p>\n<p>\u5e03\u9c81\u585e\u5c14\u6307\u63a7\u4e2d\u56fd\u7684\u516c\u53f8\u4eec\u4ece\u5730\u65b9\u653f\u5e9c\u4f4e\u5ec9\u7684\u5de5\u4e1a\u7528\u5730\u3001\u56fd\u5bb6\u56fd\u6709\u4f01\u4e1a\u63d0\u4f9b\u7684\u4f4e\u4e8e\u5e02\u573a\u7684\u9502\u548c\u7535\u6c60\u4f9b\u7ed9\u3001\u7a0e\u4f18\u653f\u7b56\u4ee5\u53ca\u56fd\u5bb6\u63a7\u5236\u94f6\u884c\u63d0\u4f9b\u7684\u4fbf\u6377\u878d\u8d44\u7b49\u5404\u73af\u8282\u83b7\u5f97\u8865\u8d34\u3002\u8fd9\u4e00\u6025\u901f\u589e\u957f\u5f15\u53d1\u4e86\u5bf9\u5a01\u80c1\u6b27\u76df\u672c\u571f\u7eff\u8272\u6280\u672f\u4ea7\u4e1a\u751f\u4ea7\u7684\u62c5\u5fe7\uff0c\u540c\u65f6\u5bf9\u73af\u5883\u95ee\u9898\u8fdb\u884c\u62b5\u6297\uff0c\u4e5f\u5f15\u53d1\u5bf9250\u4e07\u6c7d\u8f66\u884c\u4e1a\u5de5\u4f5c\u8005\u53ca1030\u4e07\u4f9d\u8d56\u7535\u52a8\u6c7d\u8f66\u751f\u4ea7\u95f4\u63a5\u5c31\u4e1a\u7684\u4eba\u5458\u5de5\u4f5c\u4fdd\u969c\u7684\u5fe7\u8651\u3002<br pre-wrap;\">European Union countries on Friday voted to impose duties on imports of electric vehicles from China, as talks continued between Brussels and Beijing to find an amicable solution to their trade dispute before an end-of-October deadline.\nElectric vehicles have become a major flash point in a broader trade dispute over the influence of Chinese government subsidies on European markets \u2014 which has forced the undercutting of EU industry prices \u2014 and Beijing\u2019s burgeoning exports of green technology to the bloc.\nThe European Commission, which manages trade on behalf of the 27 member countries, welcomed their majority approval of its plan to impose the duties, even though EU automotive powerhouse Germany and Hungary voted against it.\nThose duties will come into force on Oct. 31 unless China has a solution to end the standoff.\nCommission spokesman Olof Gill said that any solution proposed by Beijing would have to be fully compatible with World Trade Organization rules, remedy \u201cthe injurious subsidization\u201d by China, and be \u201cmonitorable and enforceable.\u201d\nBeijing opposes the duties. \u201cChina firmly opposes the EU\u2019s unfair, non-compliant and unreasonable protectionist practices in this case, and firmly opposes the EU\u2019s imposition of anti-subsidy duties on Chinese electric vehicles,\u201d a spokesperson at China\u2019s Commerce Ministry said in comments posted online.\nStill, it means that the EU and the Chinese government have four more weeks to negotiate. Talks have already been held between Valdis Dombrovskis, the EU commissioner for the economy, and Chinese Trade Minister Wang Wentao, as well as at the level of technical experts.\nThe China-EU technical teams are due to resume negotiations on Oct. 7.\nThe duties on Chinese manufacturers, if applied, would be 17% on cars from BYD, 18.8% on those from Geely and 35.3% for vehicles exported by China\u2019s state-owned SAIC. Geely has brands including Polestar and Sweden\u2019s Volvo, while SAIC owns Britain\u2019s MG, one of Europe\u2019s bestselling EV brands.\nOther EV manufacturers in China including Western companies such as Volkswagen and BMW would be subject to duties of 20.7%. The commission has an \u201cindividually calculated\u201d rate for Tesla of 7.8%.\nThe retaliatory duties have run into opposition in Germany, which has Europe\u2019s biggest economy and is home to major automakers.\nGermany\u2019s auto industry association, the VDA, said the German government sent the \u201cright signal\u201d by voting against them. Hildegard M\u00fcller, who chairs the group, called the decision \u201ca further step away from global cooperation.\u201d\nShe acknowledged that there is a need for negotiations with China and said that they \u201cmust prevent an escalation \u2013 ideally avert the tariffs, so that we don\u2019t risk a trade conflict.\u201d\nHungarian Prime Minister Viktor Orb\u00e1n warned that the EU risks starting an \u201ceconomic cold war\u201d with China, and he pledged to vote against the duties. \u201cThis is the worst thing that can happen to Europe. ... If this continues, the European economy will die,\u201d he told state radio.\nAccording to the commission, Chinese-built electric cars jumped from 3.9% of the EV market in 2020 to 25% by September 2023, in part by unfairly undercutting EU industry prices.\nBrussels says companies in China accomplished that with the help of subsidies across the production chain.
