The wars in Ukraine, Gaza, and the Red Sea have revealed a pressing reality: Innovative and low-cost technologies are changing how nations wage war. The advent of such tech, moreover, highlights the urgency with which the U.S. must overhaul its defense system, from operational concepts, structures, and training to weapons systems, procurement and manufacturing.
\nThis transformation will require the armed services to undertake several new initiatives and launch substantial partnerships with weapons system manufacturers. This is critical to enabling the U.S. to replicate the achievements of Ukraine\u2014a country that has sunk about a third of Russia\u2019s Black Sea fleet without a meaningful Navy and held off major ground assaults despite being outnumbered and outgunned. In each case, cutting-edge technologies, produced rapidly and at enormous scale, have enabled Ukraine\u2019s successes.
